2. No Free-Text Messages Allowed Every SMS must match a pre-approved template. Dynamic content is allowed only within {#var#} placeholders.

3. Consent Management is Mandatory Promotional messages can only be sent to users who have explicitly opted in. Consent records must be maintained and auditable.

4. Stricter Penalties for Non-Compliance

  • Messages from unregistered headers or templates are instantly blocked.

  • Fines range from ₹1,000 to ₹10,000 per violation.

  • Repeat offenders risk blacklisting.

5. DLT Registration Still Mandatory All businesses must register on a DLT portal (e.g., Jio, Airtel, Vi) to send any kind of bulk SMS—promotional, transactional, or service.

6. Improved Transparency & Delivery Rates The suffix system and template enforcement aim to reduce spam, boost trust, and improve delivery rates for legitimate businesses.
