There are two methods available for sending promotional SMS to DND numbers:
1. Explicit consent: If someone signs up or gives you permission, you can send them promotional SMS messages. This could happen if the individual makes a purchase from your online or brick-and-mortar store.

You can then send them promotional SMSs even if the phone is marked as a DND contact. To give you explicit permission to message them, you must have them sign your consent form.
2 .Deliver to numbers that are only partially blocked:
A portion of mobile numbers are listed as partially prohibited on the NDNC (National Do Not Call) list. Promotional communications falling into any of the following categories may be sent to them:
Finance
Real estate
Education
Health
Consumer goods and automobiles
Communication
Tourism and leisure
So if your business falls into any of these categories, you are in luck.
